Chapter 220 is the popular name for the Voluntary Student Transfer Program. This program is designed to racially integrate schools by giving minority students the opportunity to attend schools in suburban areas that are predominantly non-minority (white.) Non-minority students from the suburbs are given the opportunity to attend racially diverse schools in Milwaukee Public Schools.

| Who May Apply for a Suburban Transfer ? |
|
|
To be eligible to apply to a suburban school district under the Chapter220 program, the child must:
Be African American, Asian, Hispanic, or Native American
Live in the attendance area of a Milwaukee public school in whichmore than 30 percent of the students are minority. Ineligible school attendance areas are listed below.

| Children living in the attendance areas of the following schools may not apply for the Chapter 220 program because the area in which they live has a student population that is less that 30 percent minority. |

| |
| What is the Application Process? |
|
|
| When applying for a suburban transfer, you apply to the district not to the individual school. The district then assigns a school. As you will see in the district listings beginning on page 8, many districts have more than one elementary school, but may have only one middle school and one high school. |

Obtain the Milwaukee Resident Application to Attend a Suburban District from Central Services, 5225 W. Vliet St., Room 133, Milwaukee, during the school selection process, January 10-28 2011. Applications will not be mailed out. |
| |
Complete the application at Central Services. Do not fax or mail the application.

| Also bring: |

Your child’s latest report card if the child has attended school. If it does not show attendance, you must also attach an attendance report. |
| |
An Individualized Education Program (IEP) and IEP team reports if the child is in special education. |
| |
The first semester report card and the results from the latest standardized test if your child attends a private or parochial school. |
| |
If your child has never attended school, the child’s birth certificate and immunization record if applying for Kindergarten or Grade 1. |
| |
A current utility bill or other official document showing your address. A driver’s license cannot be used to verify residence. |

| Requesting Seats for More than One |
|
|
| If you are requesting seats for more than one child, you need to fill out an application for each child. Also list the other children on each application form. |

| Applying to MPS at the Same Time |
|
|
Be aware that very few seats are available under the Chapter 220 program.
|
Because of this, in addition to choosing a suburban district, you should have also participated in the MPS School Selection Process. You do this if your child is not currently enrolled in school, is in transition to middle or high school, or you are not happy with the school your child attends. If you did not select a Milwaukee public school in October/November and are not accepted in a suburb, your choices in Milwaukee will be limited because many school seats are already filled. Your child will be assigned to the school closest to you or you may participate in the Spring Complementary Period.

| The School Selection catalog that you receive in the mail lists all the schools in the district. If your child is already in a Milwaukee public school and you do not wish, or have, to change schools if you do not get a suburban assignment, you do not need to fill out the MPS School Selection Form. |

| How is it Determined Who Gets Seats ? |
|
|
Generally there are more parents applying for seats in the Chapter 220 program than there are seats available. Once all applications are in, a random selection (lottery) process is used to assign seats.
|
Families with children already in the district are given sibling preference in the selection. This information is part of the application form, where the youngest sibling currently attending the suburban district must belisted.
|
Once all seats are filled, if your child is not assigned a seat, his/her name will be placed on the wait list of the suburban districts you listed on the application.

| Wait lists are held only until December 1 of the year in which you apply. You must reapply each year. |

| Special Education Students |
|
|
| Students in special education programs are eligible to apply to suburban school districts through the Chapter 220 program. Applications for students in special education programs are processed in the same manner as applications from students in regular education programs. All suburban districts may not have appropriate programs to meet each child’s specific needs; therefore, once selected through the random selection process, each applicant is considered individually by the receiving district based on his/her need as expressed in the Individualized Education Program (IEP.) |

| Is Transportation Provided ? |
|
|
Transportation is provided to Chapter 220 students within designated regions as described in the Chapter 220 - Suburban School Opportunities Booklet.
|
Students in transition from elementary to middle school or middle to high school, who have been enrolled in a suburban district that no longer serves their region, will be assisted in locating an available seat in a suburban district that now serves their region if they move prior to the January school selection process. Although every effort will be made to place the child, placement depends on the availability of seats. Students who become displaced after the January enrollment process must rely on their current suburban school district for assistance with a new suburban assignment. Parents of children who have been displaced should check the MPS Directions catalog to learn about schools within MPS. Open Enrollment, also explained in Directions, is another option

Children must live more than one mile from the school to receive transportation. |
| |
Kindergarten children are assigned bus stops at a safe corner nearest their home. Elementary pupils may walk up to one-quarter mile to the bus stop. Middle and high school students may walk up to one-half mile. |

The pick-up and drop-off address must be the same, except for half-day Kindergarten children who may need to be transported to daycare. |

Children attending before- and after-school daycare may be picked up and dropped off at daycare providers. The stop will be at the corner closest to the daycare unless the daycare is on a major street, in which case the stop will be at the door. |

If your child is a Chapter 220 student and you move, every effort will be made to provide transportation until your child reaches a transition grade (moves from elementary to middle school or middle school to high school.) However, some transportation limits apply (See the Chapter 220 - Suburban School Opportunities Booklet)

Your child will be transported only if you move to an area that already has a bus stop near your new home. If there is no stop, you will either have to transport your child to school or to the nearest established bus stop until the end of the year, or enroll him/her in a school in the Milwaukee district. Transportation from your new home will be arranged the following September.

If you move to another region or to an area that is not eligible for Chapter 220 ( See the Chapter 220 - Suburban School Opportunities Booklet) you will be provided transportation if there is an established route near your new home until the child reaches a transition grade.

If you move before your child starts school in the suburban district, call: The MPS Chapter 220 office, (414) 475-8273 with your new address. The suburban school district after you have received an acceptance letter.

| Minority Students Moving From the Suburbs to Milwaukee or White students moving from Milwaukee to suburbs — If you want your child to continue his/her education in their current school, you must apply to MPS Chapter 220 by completing an application. Approval to continue in your current school will be determined by the current school district. |

| Important Notes |
Seats are limited in the Chapter 220 program and no student is guaranteed a seat. You must also apply to MPS during the school selection process — in January — to ensure your child participates in the random school selection process.
